The Structs Conglomerate is the unified government of Structs civilization. Though the exact relationship of its constituent parts is not well understood by the races of the Alpha Star Council, it is known that the Conglomerate is composed of hundreds of member factions with their own interests and priorities, who appear to operate largely without interference from the larger body. These organizations may be considered analogous to states or corporations in organic society, whose goals do not always align. Numerous minor conflicts between such factions have been recorded since first contact with the Conglomerate.

The Conglomerate itself has remained largely silent on the galactic stage, with its constituent organizations typically representing their own interests and even securing seats on the Alpha Star Council. This has led to a number of urban legends surrounding the agenda of the Structs Conglomerate and unfounded claims that the synthetics seek to supplant organic life within ASC space.
