The Alpha Star Council carefully monitors any discovered species that has not demonstrated the capability to safely harness Alpha Matter. Typically found within systems containing no Alpha Ore—or where the Alpha Ore is located on an as-yet uninhabited world within a habited system—these systems are marked as no-fly zones, and contact with these races is strictly regulated by the Alpha Star Council.

Contact with pre-Alpha cultures is considered uniquely dangerous, as relatively primitive culture encountering raw Alpha Ore can lead to catastrophic outcomes. As such, the entry of such species into galactic society is not a trivial matter, and one governed entirely by the Alpha Star Council.
